I wonder if a circular fluorescent tube might do the same job ?

Actually this contraption is very similar with Don Smith device method with plasma tube.
In Don Smith device the magnet is taking the form of magnetic flux generated in plasma tube and electrodes are replaced with the polar capacitor plates. Electric flux is collected in the same direction as in Marinov device, the only difference consist that Don Smith has omitted to make it self powered and allowed him to patent, while Marinov has been too sincere and said it will power itself.

Actually, circular plasma tube can be replaced with a close loop of a hose or plastic pipe filed with mineral oil and iron powder (slurry), or any high conductive liquid. Pipe or hose must be heat resistant and thermal protection should be used to prevent accidents.
